1. Acceptance of Terms

By creating an account on filbe, accessing the filbe website, or using any filbe gaming services, you ("User," "you," or "your") agree to be bound by these Terms and Conditions ("Terms," "Agreement") in their entirety. If you do not agree to these Terms, you must not use filbe services.

This Agreement constitutes a legally binding contract between you and filbe ("the Operator," "we," "us," or "our"), the online gaming platform operated under the authority and regulatory oversight of the Philippine Amusement and Gaming Corporation (PAGCOR). These Terms apply to all users accessing filbe services from within the Republic of the Philippines.

We reserve the right to amend, modify, or update these Terms at any time without prior notice. The most current version of these Terms will be posted on the filbe website with the revision date indicated. Your continued use of filbe services following any such changes constitutes your acceptance of the revised Terms. It is your responsibility to review these Terms periodically.

2. Eligibility and Account Registration

2.1 Age Requirement

You must be at least twenty-one (21) years of age to register for a filbe account and participate in real-money gaming activities on the platform. This age restriction is mandated by PAGCOR regulations governing casino-style gambling in the Philippines. By registering for a filbe account, you represent and warrant that you meet this minimum age requirement.

2.2 Identity Verification

filbe is required under PAGCOR regulations and Philippine anti-money laundering (AML) laws to verify the identity of all registered users. During or after the registration process, you will be required to submit valid government-issued identification and proof of address. Acceptable forms of identification include a Philippine passport, driver's license, or national ID card. Failure to complete identity verification within the timeframe specified by filbe may result in restrictions on your account, including suspension of deposit, withdrawal, or gaming privileges.

2.3 One Account Per Person

Each individual is permitted to register and maintain only one (1) filbe account. Creating multiple accounts, whether under your own name or under false identities, is strictly prohibited. filbe employs automated and manual detection systems to identify duplicate accounts. If multiple accounts are discovered, filbe reserves the right to close all such accounts, void all associated bets, and confiscate any balances, including deposits and winnings.

2.4 Accuracy of Information

You agree to provide accurate, current, and complete information during the registration process and to update such information promptly should it change. Providing false, misleading, or fraudulent information is grounds for immediate account termination and forfeiture of all funds.

2.5 Account Security

You are solely responsible for maintaining the confidentiality of your filbe login credentials (username and password) and for all activities conducted through your account. You agree to notify filbe immediately if you become aware of any unauthorized access to or use of your account. filbe will not be liable for any loss or damage arising from your failure to protect your account credentials.

3. Deposits, Withdrawals, and Financial Transactions

3.1 Deposits

You may deposit funds into your filbe account using the payment methods made available on the platform, which include but are not limited to GCash, Maya (PayMaya), bank transfers via BPI, BDO, Metrobank, GrabPay, QR Ph, and other locally available Philippine payment channels. All deposits are made in Philippine Peso (PHP). The minimum deposit amount is One Hundred Peso (₱100). filbe does not charge fees for deposits, though your payment provider may impose transaction fees.

Deposited funds are credited to your filbe wallet and may be used for gameplay on any games offered by the platform. Funds deposited through promotional or bonus channels may be subject to specific wagering requirements as outlined in the applicable bonus terms.

3.2 Withdrawals

You may request withdrawal of your available balance at any time, subject to the following conditions:

• Your filbe account must have completed identity verification (KYC) procedures.
• Withdrawal requests must meet the minimum withdrawal threshold as specified on the platform.
• Funds used for wagering must satisfy any applicable wagering or turnover requirements before withdrawal is permitted.
• Withdrawals are processed to the same payment method used for deposit, where feasible. In cases where this is not possible, filbe may require additional verification before processing withdrawal to an alternative method.

Withdrawal processing times vary by payment method. E-wallet withdrawals (GCash, Maya) are typically processed within 24 hours. Bank transfers may take 1-3 business days. filbe will make commercially reasonable efforts to process withdrawals promptly but does not guarantee specific processing times.

3.3 Anti-Money Laundering (AML) Compliance

filbe is subject to Philippine anti-money laundering regulations. We reserve the right to conduct enhanced due diligence on any account or transaction that we deem suspicious or that meets regulatory reporting thresholds. This may include requesting source of funds documentation, employment verification, or other financial records. Failure to provide requested documentation may result in suspension of your account and withholding of funds pending investigation.

4. Gameplay Rules and Conduct

4.1 Fair Play

All users must engage with filbe gaming services in a fair and lawful manner. The following activities are strictly prohibited:

• Collusion: Coordinating with other players to gain an unfair advantage in any game, particularly in poker or other player-versus-player games.
• Use of Bots or Automated Software: Employing any software, bot, script, or automated system to place bets, play games, or interact with the filbe platform.
• Bonus Abuse: Creating multiple accounts to exploit promotional offers, depositing and withdrawing funds without genuine gameplay solely to meet wagering requirements, or any other activity intended to abuse the filbe bonus system.
• Exploitation of Errors: Taking advantage of software bugs, game malfunctions, incorrect odds, or any platform error to gain an unfair advantage. Any winnings derived from such exploitation are void and subject to confiscation.
• Fraudulent Activity: Using stolen credit cards, fraudulent payment methods, chargebacks, or engaging in any form of fraud or financial crime.

Violation of these fair play rules will result in immediate suspension or termination of your account, voiding of all pending bets, and forfeiture of all balances, including deposited funds and winnings. filbe reserves the right to report suspected criminal activity to PAGCOR and relevant Philippine law enforcement authorities.

4.2 Game Rules and RTP

Each game offered on filbe operates according to its own specific rules and Return to Player (RTP) percentage. Game rules and RTP values are available in the game information section accessible from within each game. It is your responsibility to familiarize yourself with the rules of any game before placing real-money wagers. Ignorance of game rules does not constitute grounds for dispute of game outcomes.

All RNG-based (Random Number Generator) games on filbe are certified by independent testing laboratories. Live dealer games are streamed from licensed studios and operate under the supervision of trained dealers and gaming control systems. filbe does not guarantee any particular outcome in any game. All outcomes are determined by chance, and past results do not influence future results.

5. B onuses, Promotions, and Wagering Requirements

5.1 Bonus Eligibility

Promotional offers made available through filbe are subject to their own specific terms and conditions, which are published alongside each promotion. General eligibility requirements include: holding a verified filbe account in good standing, being 21 years of age or older, and having made at least one qualifying deposit where applicable. filbe reserves the right to exclude any user from a promotion at its sole discretion.

5.2 Wagering Requirements

Bonus funds credited to your filbe account are subject to wagering requirements before they may be withdrawn as cash. The applicable wagering multiplier will be stated clearly in the terms of each promotion. For example, a bonus subject to a 20x wagering requirement means that the bonus amount must be wagered twenty times in total before a withdrawal request relating to bonus-derived funds will be approved. Failure to meet wagering requirements within the stated validity period will result in the forfeiture of bonus funds and any winnings derived from them.

5.3 Bonus Abuse

Any attempt to abuse filbe's bonus system — including but not limited to registering multiple accounts to claim the same promotion more than once, placing low-risk hedging bets solely to meet wagering requirements, or misrepresenting eligibility — will result in the immediate cancellation of the bonus, voiding of associated winnings, and may result in permanent account termination.

5.4 Changes to Promotions

filbe reserves the right to modify, suspend, or cancel any promotion at any time without prior notice. Ongoing promotions may be altered if filbe determines that technical errors, system abuse, or other irregular circumstances are affecting the fairness or integrity of the offer.

6. Intellectual Property

All content on the filbe platform — including but not limited to game software, graphics, logos, trademarks, text, audio, video, user interface design, and proprietary technology — is the exclusive property of filbe or its licensed content providers and is protected under Philippine intellectual property law and applicable international conventions. You are granted a limited, non-exclusive, non-transferable, revocable license to access and use the filbe platform solely for personal, non-commercial gaming purposes as permitted under these Terms.

You may not reproduce, distribute, modify, create derivative works from, reverse engineer, decompile, or otherwise exploit any part of the filbe platform or its content without prior written permission from filbe. Unauthorized use of filbe's intellectual property may result in account termination and legal action.

7. Privacy and Data Protection

filbe collects, stores, and processes personal data in accordance with our Privacy Policy, which forms an integral part of this Agreement. By registering for a filbe account, you consent to the collection and processing of your personal data as described in the Privacy Policy. Your data is used to administer your account, verify your identity, process transactions, comply with regulatory obligations, and improve the filbe platform and services.

filbe implements appropriate technical and organizational security measures to protect your personal information against unauthorized access, alteration, disclosure, or destruction. All data transmissions between your device and the filbe platform are encrypted using industry-standard SSL/TLS protocols.

8. Account Suspension and Termination

8.1 Voluntary Closure

You may request closure of your filbe account at any time by contacting filbe customer support. Prior to closure, any available balance above the minimum withdrawal threshold will be processed for withdrawal to your registered payment method, provided all verification and wagering requirements have been satisfied.

8.2 Suspension and Termination by filbe

filbe reserves the right to suspend, restrict, or permanently terminate your account at any time, with or without prior notice, for any of the following reasons (which are illustrative and not exhaustive):

• Breach of any provision of these Terms or other applicable filbe policies.
• Provision of false, inaccurate, or fraudulent information during registration or verification.
• Suspected or confirmed collusion, fraud, or money laundering activity.
• Abuse of the bonus system or other promotional programs.
• Use of automated software or bots in connection with filbe services.
• Engagement in any activity that, in filbe's sole judgment, undermines the integrity of the platform or other users.
• Receipt of a legitimate self-exclusion request from you or an authorized representative.
• A direction or instruction from PAGCOR or another competent regulatory or law enforcement authority.

In cases involving fraud, money laundering, or serious breach of these Terms, filbe reserves the right to withhold account balances pending investigation and, where appropriate, to remit funds to relevant authorities in accordance with Philippine law.

9. Limitation of Liability

To the fullest extent permitted by applicable law, filbe, its directors, officers, employees, affiliates, licensors, and service providers shall not be liable for any indirect, incidental, special, consequential, or punitive damages arising out of or related to your use of, or inability to use, the filbe platform or services. This includes, without limitation, loss of winnings, loss of data, loss of revenue, or loss of goodwill, even if filbe has been advised of the possibility of such damages.

filbe's total cumulative liability to you for any cause of action arising under or relating to these Terms or the filbe platform shall not exceed the total amount of real-money deposits made by you to your filbe account in the ninety (90) days immediately preceding the event giving rise to the claim.

Nothing in these Terms shall operate to exclude or limit filbe's liability for death or personal injury caused by its negligence, fraud or fraudulent misrepresentation, or any other liability that cannot be lawfully excluded or limited under Philippine law.

10. Disclaimers

The filbe platform and all its services are provided on an "as is" and "as available" basis without warranties of any kind, express or implied. filbe does not warrant that the platform will be uninterrupted, error-free, or free from viruses or other harmful components. filbe does not guarantee the accuracy or completeness of any information provided on the platform.

Participation in online gaming involves financial risk. filbe does not guarantee that any user will win or profit from using the platform. You acknowledge that gambling is a game of chance, that the house edge exists in all casino-style games, and that you may lose all funds deposited into your filbe account. filbe encourages you to only wager amounts you can afford to lose.

11. Indemnification

You agree to indemnify, defend, and hold harmless filbe and its officers, directors, employees, agents, licensors, and service providers from and against any claims, liabilities, damages, judgments, awards, losses, costs, expenses, or fees (including reasonable attorneys' fees) arising out of or relating to your violation of these Terms, your use of filbe services, your provision of false or inaccurate information, or your violation of any rights of a third party.

12. Governing Law and Dispute Resolution

These Terms and any dispute arising out of or in connection with them or the subject matter hereof shall be governed by and construed in accordance with the laws of the Republic of the Philippines, without regard to conflict of law principles.

In the event of a dispute between you and filbe, you agree to first contact filbe customer support and attempt to resolve the matter amicably within thirty (30) days. If the dispute cannot be resolved through direct negotiation, either party may escalate the matter to PAGCOR's dispute resolution process, which is available to registered players of PAGCOR-licensed operators.

Any dispute not resolved through the above process shall be subject to the exclusive jurisdiction of the competent courts of the Republic of the Philippines. You irrevocably submit to the personal jurisdiction of such courts for these purposes.

13. Severability

If any provision of these Terms is found by a court of competent jurisdiction to be invalid, unlawful, void, or unenforceable, such provision shall be deemed severed from these Terms and shall not affect the validity or enforceability of the remaining provisions, which shall continue in full force and effect.

14. Entire Agreement

These Terms, together with the filbe Privacy Policy and Responsible Gaming Policy, constitute the entire agreement between you and filbe with respect to the subject matter herein and supersede all prior and contemporaneous agreements, representations, warranties, and understandings, whether oral or written, between you and filbe relating to that subject matter.
